Does the person named in the will as executor (personal representative) have to serve?

The answer to that is no. Naming a person as a personal representative in your will is simply a nomination for that person to serve. In order for them to actually have received the authority to serve, they need to be appointed by a court. They can decline such an appointment. To require them to serve would be the effect of indentured servitude.
